Management Analyst

Identifies the need for and conducts, or participates in, studies or analyses of administrative and management functions and programs to determine the impact, efficiency, and effectiveness of various administrative and management functions and programs that affect the overall Center operations or the Agency. Identifies actual or potential problems with the collection and input of any data going into the information system(s). Assists in analyzing changing manpower needs, conducts organizational analysis studies in relation to workflow, management techniques in the overall management of the Center through such techniques as training, changes in the delegation, workflow, etc. Assists in managing and overseeing the Center Safety and Health Program. Assists in developing, organizing, and implementing Safety and Health programs/records/data, such as accident prevention, safety inspections of facilities/equipment and remediation, employee/contractor PPE, hazardous materials handling/disposal, motor vehicle accident prevention, safety and health education, accident investigation, hazard communication, and blood borne pathogen program. Assists in analyzing data pertinent to these programs to respond to inquiries and/or to determine program effectiveness. Assists in planning, directing, and conducting on-site reviews for the overall evaluation of the Center Safety programs for compliance with OSHA and other government and local requirements, assisting in evaluating the adequacy of program content and adherence to minimum standards, and advises on methods to correct deficiencies to provide adequate protection to persons, property, and equipment. Serves as a Back-up Freedom of Information Act (FOIA) Coordinator and assists the Workers' Compensation (WCC) coordinator responsible for the injury and illness claims filed by employees. To be considered, applicants must meet the Specialized Experience Requirement. Specialized Experience at the GS-09 grade level:
Applicants must possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, examples of specialized experience are:
Experience analyzing problems to identify significant factors, gathering and presenting pertinent data; Ability to analyze and evaluate a variety of program activities in order to make sound inferences and conclusions for management decision making; Planning and organizing reports that require measuring effectiveness and efficiency of administrative and management functions; Working knowledge of safety and health principles, standards, and codes required to identify and prevent hazards, prevent accidents and property damage, properly conduct investigations of facilities and accidents, and apply appropriate corrective measures; Working knowledge of the Freedom of Information Act (FOIA) and experience processing FOIA requests; and, Ability to develop varying solutions to issues and be able to debate their advantages and disadvantages, including risk assessment. OR, Possess a master's or equivalent graduate degree; or, 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR, A qualifying combination of graduate level education and experience as described above.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
